Xate is an ordinary woman from Midyat with eight children in tow. The only thing that sets her apart is her husband's job as Mayor of Midyat. Until, that is, an extraordinary day changes her life - and the lives of everyone else in Midyat. For the illiterate, uneducated Xate becomes Mayor of Midyat! While she takes on her mayoral duties much as she does those in her house, the infantile rivalry between her children in municipal matters leads to adventures that have the Midyat folk howling with laughter.
Sundarapandian, an orphan and angry man, is the henchman of a rich man Manivannan and he often went to jail for minor offenses. Karthikeyan enters his house as a maid and he falls with his daughter Kalyani. In the meantime, Mallaria, an orphan, tries to reform Sundarapandian and they fall in love with each other. One day, a poor girl Chellayi is raped and killed by a corrupted MLA. Sundarapandian and Mallaria finally get married, they decide to leave the village but they don't have enough money. Manivannan prepares his daughter's wedding with the MLA and Manivannan orders Sundarapandian to kill the innocent Karthikeyan. Sundarapandian, who is now a good man, decide to join the young pair. What transpires later forms the crux of the story.

The latter is suggested by including elements of the projection experience such as interchanging images amongst the projectors, shadows, and varying the size and position of the hand-held projected image. The title originated from the words "government property" which are printed on each sheet of toilet paper in the British Museum.
